What We Do

What We Do

Helix is a water utility, importing, treating and distributing water for a population of 270,375 in the cities of La Mesa, El Cajon and Lemon Grove, and parts of Spring Valley, Lakeside, Santee, and unincorporated San Diego County.

The Organization

Like most water utilities in California, Helix is a public (government) agency. We operate under Irrigation District Laws of California and are governed by a board of five directors elected to four-year terms by registered voters in the divisions in which they live. We currently have 146 full-time employees at our water treatment plant, reservoir, operations center and administration office.
