Single Family Home

Installing a water service connection for a new home is generally a four-step process. Contact our planning department at 619-466-0585 to discuss your questions. Scroll down to see fees.

STEP 1

Owner or agent inquires about water service at proposed location, submits project information sheets provided by Helix, and pays initial project fees.

STEP 2

We prepare a cost estimate for installation and capacity fees.

STEP 3

Owner or agent pays fees and provides proposed backflow prevention device for approval, and the address of the property.

STEP 4

We coordinate and install the new water service connection.

Larger Projects

Below is our process for installing a water service connection for a multi-family or commercial development that requires street improvements or water main extensions. Contact our planning department at 619-466-0585 to discuss your questions. Scroll down to see fees.

STEP 1

Owner or agent submits:

  • A project information sheet provided by Helix
  • Deposit of initial project fees for design review and processing the work order
  • A fee for fire flow analysis (if applicable)
  • Two sets of the improvement plans
  • One set of landscape/irrigation plans
  • Site plan on CD in AutoCAD format (for projects that involve water main extensions)

STEP 2

We prepare a cost estimate for installation of the required water facilities, our capacity fees and the San Diego County Water Authority’s capacity fees. We will go through the plan review process with the engineer of work for approval of the improvement plans, and confirm location of water facilities.

STEP 3

Owner or agent submits:

  • Performance and maintenance bonds (when applicable — for projects involving water main extensions)
  • Mylars of the improvement plans for Helix signature
  • Any necessary easements
  • The necessary agreements
  • The necessary fees for installation of water facilities by Helix

STEP 4

Owner or agent hires a class A contractor to install proposed water facilities (for projects involving water main extensions) and submits:

  • Mylar copy of signed improvement plans
  • The necessary bond sets of the improvement plans for distribution
  • Material submittals for approval

Upon reviewing all required items, we will:

  • Conduct pre-construction meeting with contractor
  • Inspect the installation
  • File a notice of completion and acceptance of the water facilities

For street improvement projects, we will install the required water facilities.

FEES

CAPACITY FEES

A new connection to Helix’s water system requires payment of capacity fees.  The fees help Helix pay the cost of developing additional capacity in our water system to accomodate growth. The fees are paid by developers and owners responsible for growth, rather than existing customers. The San Diego County Water Authority, Helix’s wholesale water supplier, charges capacity fees for the same reason.
