Go Paperless

When you enroll in eBills, we send you emails instead of mailing a water bill. For you, going paperless means less time opening mail, organizing bills to pay, and filing your statements. Online, Helix organizes your water bills for you. We provide your billing and payment history for the last 36 months, and you can view and print your statements at any time.

    Never forget to pay your water bill

    We’ll send you an email alert every two months when we generate your bill statement and a second email alert at 21 days, when your payment is due. 

      Prefer text messages?

      Our text messages include the amount of the bill and the payment due date. All you need to do is reply “OK” and we will collect payment using the ePayments method you already specified.


      Pay With an eCheck

      Enter your bank account information once and you’re done — 9-digit routing number, account number and account name on your checks. Banks handle electronic checks like paper checks. There’s no transaction limit and they work for single or recurring payments (see AutoPay).

      Set Up AutoPay

      Have Helix debit your checking or savings account the day your payment’s due (or up to 3 days prior for some banks). You’ll receive your water bill just like you do now. When you sign up for AutoPay, continue paying your bills until you receive a bill stub that says “AUTOPAY-DO NOT PAY”.

      Use Your Bank's Service

      We accept payments from banks’ online payment services. Ask your bank how they handle these transactions. If they mail paper checks, this can delay your payment up to a week. Avoid this method of payment if your account is near due or near shut-off.

      Official Rules: eBills Monthly Sweepstakes

      NO PURCHASE IS NECESSARY TO ENTER OR WIN THE SWEEPSTAKES. Purchase will not increase your chances to win. Participation constitutes entrant’s full and unconditional agreement to and acceptance of these Official Rules and the decisions of Helix Water District (the “District”) as final in all matters relating to this Sweepstakes.

      Eligibility: Sweepstakes is open to legal U.S. residents from 3/1/20 to 6/30/20. You must be a customer of Helix Water District to enter and a new enrollee in the District’s eBill program. Three winners will be randomly selected each month of the sweepstakes, for a total of twelve winners. Employees of Helix Water District, Invoice Cloud, Inc., prize suppliers, and their immediate families (spouse, parents, children and siblings and their respective spouses) and individuals living in the same households, whether related or not, are ineligible. Void where prohibited by law.

      Sweepstakes Period: Sweepstakes begin 3/1/20 and end at 11:59 p.m. PST on 6/30/20. Three winners will be randomly selected each month of the sweepstakes, for a total of twelve winners.

      How to Enter:

      Enter by signing up to go paperless with eBills through the District’s payment portal accessed at If you do this for the first time between 3/1/20 through 6/30/20, you’ll be entered in the sweepstakes for the month you signed up. Four winners will be randomly selected each month of the sweepstakes, twelve winners total. The maximum number of entries per account is one. Invoice Cloud Inc.’s service website’s database clock, the vendor that administers Helix Water District’s payment portal, will be the official time keeper for the Sweepstakes. Internet entry must be made by the entrant, only at the Helix Water District payment portal.

      If you would like to enter the sweepstakes other than by enrolling in eBills on the Helix Water District payment portal, you may do so by sending a 3×5 card with the hand printed words: Helix Water District Sweepstakes, your name, address, telephone number, and the bill account number for which you are entering. Send the card to: Helix Water District, 7811 University Avenue, La Mesa, CA, 91942. Entries must be postmarked by 6/30/20. Entries become the property of the District and will not be acknowledged or returned. Mechanically reproduced entries will not be accepted. Entries using macro, robotic, script or other forms of automatic entry will be disqualified. Proof of submission does not constitute proof of entry. The District is not responsible for: lost, late, incomplete, illegible, incorrect, delayed, garbled, undelivered, or misdirected entries. The District reserves the right to disqualify any person or e-mail address that submits more than maximum allowed entries.

      Helix Water District and Invoice Cloud are not responsible for electronic transmission errors resulting in omission, interruption, deletion, defect, delay in operations or transmission, theft or destruction or unauthorized access to or alterations of entry materials, or for technical, network, telephone equipment, electronic, computer, hardware or software malfunctions or limitations of any kind, or inaccurate transmissions of or failure to receive entry information by the District or presenter on account of technical problems or traffic congestion on the Internet or at any Web site or any combination thereof.  If for any reason the Internet portion of the program is not capable of running as planned, including infection by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures, or any other causes which corrupt or affect the administration, security, fairness, integrity, or proper conduct of this Sweepstakes, the District reserves the right at its sole discretion to cancel, terminate, modify or suspend the Sweepstakes. 

      Winner Selection/Odds: The prize winner will be selected in a random drawing on or about 7 days after the last day of the month you entered from among all eligible entries received. The drawing will be conducted by the District, whose decisions are final in all matters relating to the Sweepstakes. The actual odds of winning will depend upon the total number of actual eligible entries received during the sweepstakes period.

      Prize: Twelve sweepstakes prizes will be awarded during the sweepstakes period, three per month, of one Hydro Flask water bottle. The approximate retail value (ARV) of one Hydro Flash water bottle is $40. The prize is non-transferable and no substitutions are allowed, except by the District which reserves the right to substitute a prize of equal value. If the actual value of any prize turns out to be less than the stated ARV, the difference will not be awarded in cash. The winning prize is provided “AS-IS” and the District provides no warranty. To the extent that the third party manufacturer of the product provides any warranty with the prize, District shall pass such warranty through to the winner. Hydro Flask is in no way affiliated with this promotion or with the District. Neither the use of Hydro Flask products as prizes nor the use of Hydro Flask trademarks in connection with this promotion are intended to create a sense of endorsement or sponsorship by, or other false association with, Hydro Flask or Hydro Flask products. In the event an advertised prize is not available, the District may substitute a prize of equal or greater value. Taxes on prize are the sole responsibility of the winners.

      Prize Notification: The winner will be notified by email, phone or mail based upon available contact information. The winner has 14 days to claim the prize after notification. The prize will be delivered between two to six weeks after the prize is claimed. If the District is not able to contact a prize winner for any reason, the prize will be forfeited and awarded to an alternate winner. Winners are solely responsible for applicable taxes. By accepting a prize, the winner consents to the use of their name and likeness for publicity purposes without further compensation, unless otherwise prohibited by law. In the event of a dispute as to the identity of a winner, the entry will be considered to be made by the authorized account holder. The “authorized account holder” is the natural person identified on the Helix Water District bill.

      Winners: For the name of the winner, available on or about 7 days after the end of the month you enter, send a self-addressed stamped envelope to: Helix Water District, 7811 University Avenue, La Mesa, CA 91942. These Official Rules will be available on Helix Water District website during the Sweepstakes Period.

      General Conditions: These official rules shall be interpreted exclusively in accordance with California law. All entrants agree to release, indemnify, and hold harmless Helix Water District, Invoice Cloud, Inc. and each of their partners, employees, subsidiaries, agents, representatives, and affiliates and immediate family, from any and all claims of any kind arising directly or indirectly from the sweepstakes, from any sweepstakes prize, or from any publicity about the sweepstakes. Released parties do not have any responsibility or liability whatsoever for technical, hardware, software or telephone malfunctions of any kind, lost or unavailable network connections, printing, typographical, human or other errors, including, without limitation, the award of the prizes, the processing of entries or in any Sweepstakes related materials; for entries or signups that are corrupted, misdirected, incomplete, lost, stolen, late, undelivered, delayed, garbled, damaged, illegible or postage due; for transactions or entries that fail to enter into the processing system, or are reported or transmitted late or incorrectly or are lost for any reason. The District reserves the right in their sole discretion to disqualify any individual it finds to be tampering with the entry process or the operation of the Sweepstakes or to be acting in violation of these Official Rules. If in the District’s opinion, there is any suspected or actual evidence of tampering or corruption or if the sweepstakes is compromised by virus, bugs, or any unauthorized human intervention, or any other causes beyond the control of the District and it is not capable of running as planned, the District reserves the right to modify, suspend or to terminate the Sweepstakes and conduct a random drawing to award the prize using all eligible non-suspect entries received as of the termination date. If the sweepstakes is terminated prior to the sweepstakes period, notice will be posted at Helix Water District website. Except where prohibited by law, any and all claims, judgments and awards shall be limited to actual out-of-pocket costs incurred, and shall not include any punitive, consequential or other damages, including costs associated with entering the Sweepstakes and in no event include attorneys’ fees and winners hereby waive all rights to have damages multiplied or otherwise increased. Any and all disputes, claims, and causes of action arising out of or connected with the Sweepstakes, or any prizes awarded, shall be resolved individually, without resort to any form of class action. All dispute resolution shall be made by the District in their sole discretion.

      Bill Payment Policies

      Customer billing and collection policies can be found in Sections 2.3 – 2.5 of Helix’s Policies and Procedures Manual

      Late Payment Charge

      Helix adds a late payment charge to water bills not paid by the due date shown on the bill statement. The charge is 10 percent of the water bill up to a maximum of $50.

      Turn-Off for Nonpayment

      Helix will turn off water service at an address for nonpayment of balances, past due charges and fees, by turning off, locking or removing the water meter. Customer will pay all costs associated with the turn-off, equipment damage and restoring service.


      Helix will notify residential customers at least 15 days, 10 days and 7 days prior to turning off their water service for nonpayment. The district will notify commercial and non-residential customers at least 10 days before turn-off.

      Exempt Customers

      Helix will not turn off service when residential customers meet all three of the following conditions: 1) They demonstrate an inability to pay within the district’s billing cycle; 2) A licensed primary care provider certifies that a turn-off threatens the health and safety of a household member; and, 3) They agree to a payment plan.

      Prior to the turn-off date, the customer must submit:

      Evidence of an inability to pay

      A statement signed under penalty of perjury that the household’s annual income is less than 200 percent of the federal poverty level counts as evidence of an inability to pay, as do documents showing that a member of the customer’s household is a current recipient of CalWORKS, CalFresh, general assistance, Medi-Cal, Supplemental Security Income, State Supplementary Payment Program or California Special Supplemental Nutrition Program for Women, Infants and Children.
