California’s new Low Income Household Water Assistance Program is now accepting applications. Established in 2020, this federally funded program will help low-income households pay their outstanding water bills.

What kind of assistance is this?

LIHWAP offers a one-time payment of up to $2,000 to help you pay your past due water or wastewater bills. There is no limit on the amount of your past due balance or how long it has been past due.  

Who is eligible?

You may qualify if your household income is at or below 60% of the state median income (see table below), or if someone in your home is a current recipient of CalFresh or CalWORKS.

How do I apply?

If you live in La Mesa, Lemon Grove, Casa de Oro (91941 zip code) or Mt. Helix:

  1. Call Campesinos Unidos at 619-391-9790, Monday – Friday 7:30 a.m. – 4 p.m.
  1. Ask for water bill assistance. Their office is at 885 Gateway Center Way, Suite 103, in San Diego. You will be asked for proof of your income and to fill out an application.

If you live in Spring Valley, Casa de Oro (91977 zip code), El Cajon, Bostonia, Lakeview or Winter Gardens:

  1. Call Metropolitan Area Advisory Committee at 619-434-3829, Monday – Friday, 8 a.m. – 3 p.m.
  1. Ask for water bill assistance. Their office is at 1703 Hoover Avenue, Suite B, in National City. You will be asked for proof of your income and to fill out an application.
